Columbia College has developed a comprehensive institutional strategic planning process that is data-informed and focused on Mission-based goals that support the educational needs of students and local community. This process derives its strength from ongoing, systematic cycles of evaluation and improvement. The college is dedicated to evaluating and improving planning processes that build institutional capacity and guide the allocation of resources that will achieve Mission-based College Goals.

The Strategic Planning Process Cycle illustrates all components of the college's planning cycles. It demonstrates how both internal and external data flow in to inform various college plans. These plans lead to evidenced based projects that are prioritized within the Unit Plan, and then resources are allocated using the Integrated Plan for Resource Allocation. |

Two documents lie at the core of Columbia College’s strategic planning: The Educational Master Plan and the Facilities Master Plan. These institutional planning documents help to shape long-term planning for the college and support the college Mission and Goals. |
Columbia College Goals |

Columbia College has 5 College Goals that support the Mission and Educational Master Plan. These mission-based goals are central to college planning, in that resource allocations are brought forward as Unit Plan activities and are directly linked to one of these goals. This keeps college planning and resource allocation focused on Mission-based activities. On October 5, 2012, the College Council approved a new set of College Goals that provided an increased focus on the College Mission, and are aligned with measurable objectives. |

The following College Goal Reports were part of an ongoing process to improve our ability to evaluate how effectively we are achieving our College Mission. These reports represented general alignments between college planning and College Goals. The College Council determined that the 10 goals represented below were not truly measurable and took action to approve a new set of 5 College Goals and Measurable Objectives. The reports below are historic, and have been replaced by annual planning assessment retreats which are focused on assessing progress toward the achievement of the 5 College Goals through the evaluation of measurable objectives. The first of these retreats will occur on November 6, 2012. |

Columbia College Program Review |
| Program Review is a process focused on the analysis of programmatic information as it relates to addressing sets of criteria that are used to evaluate program performance. Evidenced based planning assumptions derived from this process are used to support requests for needed resources. It is critical that programmatic evaluations are used to improve the college and how we serve students. |

Columbia College Unit Planning |
| Unit Planning at Columbia College is an annual process that groups departmental resource needs into projects that have measurable outcomes. These projects are directly linked to specific College Goals, and the associated resource needs (activities) for each project are then prioritized. Various Unit Plan Reports allow college staff to view Unit Plan information from various perspectives to assist in annual planning. The Staffing Report is also derived from the Unit Plan database. |

The Integrated Planning System (IPS) is the gateway used to enter departmental information into Unit Plans. Information from the IPS database generates 3 Unit Plan Reports (below), as well as the College Goal Progress Reports and Staffing Report. The IPS is also the gateway to access Student Learning Outcome (SLO) management and tracking information. Columbia College is in the process of adding a Program Review component to the IPS, which will provide a one-stop-shop for Program Review, SLO, and Unit Planning operations and reporting. |
